Order of the Patriotic War, 2nd Class nr. 296650 was awarded by Decree of the Presidium of the Supreme Soviet of February 1, 1945 to 37- or 38-year-old civilian Vasily Pavlovich Kozlov, Chairman of the Executive Committee of Bui District, Kostroma Oblast.

During the war, Bui District (raion) was one of 26 raions of Kostroma Province (oblast), a few hundred miles northeast of Moscow, with Bui being the oblast's second largest city. The Executive Committee (ispolkom) was a raion's highest body of executive power; in a way the position of Chairman can therefore be compared to that of a mayor.

Considering the fact that in wartime conditions grain procurement is of particularly great importance to achieve victory over the enemy and that it, given its significance, equates with frontline service, the following are to be decorated for successfully fulfilling the 1944 state plan on grain procurement:
