Brief, concrete description of his feat of arms or achievements:

Comrade Rumyantsev has been taking part in the Great Patriotic War since day one. He served with the regiment all the way from Odessa to the Northern Caucasus, both during the regiment's defensive and offensive operations. He served as a propagandist at forward airfields and through his duties as a propagandist he inspired the men to carry out the assignments from their commander. In addition to his propaganda activities he performed a number of other functions, and he handled his assigned duties well.

In October 1941 he carried out his regimental commander's orders to evacuate equipment from Donuzlav airfield and relocate the men of the regiment to a new base. He headed the land-based echelon and brought the equipment and the men to Sevastopol and then to the Caucasus without suffering any losses.

In March 1942, when the regiment was redeployed to the Kerch Peninsula, comrade Rumyantsev was appointed commissar of the land-based echelon. Despite great difficulties during the crossing, the men and equipment were transported in time and without suffering any losses.

In May 1942 comrade Rumyantsev once more served as commissar of the land-based echelon, transporting men and equipment to Gelendzhik, during which he once again handled his assigned duties well.

Comrade Rumyantsev carried out a great deal of work during the regiment's combat operations to capture the city of Novorossiysk and the Taman and Kerch Peninsulas, and once more he roused his men through his propaganda to conduct heroic deeds.

For his fine propaganda activities within the regiment he deserves the Order of the Red Star.
