Comrade Borovkov is an energetic, strong-willed, and decisive commander. He possesses a thorough
knowledge of veterinary matters and loves his profession. He spends a significant amount of his time directly with the
units and personally inspected almost all of the army's horses. He organized the prophylactic duties very well and his
veterinary institutions achieved very good medical results. He assigned the veterinary physicians correctly and he
seeks to keep systematically educating the veterinary personnel.
He is a knowledgeable commander and a modest comrade. Colonel Borovkov is considered an authority
among the army's veterinary personnel.
Colonel Borovkov has been serving in executive positions in the Red Army continuously for 25 years.
During the Patriotic War he was nominated for an award twice, but for reasons unknown to the army's Military
Council he never received any awards.
Colonel Borovkov deserves the Order of the Red Star.
